  17. <p>    Early-morning commuter traffic clogged the intersection
  18. when the armored Cherokee station wagon eased to a halt at a red
  19. light in downtown San Salvador. A moment later a man darted
  20. forward, placed a bomb on the car roof, then fled just before
  21. the explosion. The driver and a bodyguard escaped with minor
  22. injuries. But the man in the back seat was killed. He was
  23. Attorney General Roberto Garcia Alvarado, the highest-ranking
  24. government official to be slain in a war that has claimed some
  25. 70,000 lives over the past nine years.

  27. <p>    President-elect Alfredo Cristiani blamed leftist guerrillas
  28. for the assassination. Charging that the attack was designed to
  29. destabilize his rightist government, which takes power on June
  30. 1, Cristiani said the F.M.L.N. rebels were "trying to provoke
  31. a vengeful response, but they won't get it." Within a day,
  32. however, the military arrested dozens of human-rights and union
  33. activists, claiming that they belonged to groups affiliated with
  34. the F.M.L.N.
  35. </p>
  36. <p>    Salvadorans fear the violence will escalate. Five days
  37. before the attack on Garcia, a bomb blast ripped through the
  38. home of another official of Cristiani's Nationalist Republican
  39. Alliance (ARENA), Vice President-elect Francisco Merino,
  40. injuring one of Merino's seven children.
